fenced open lot?

I saw a fence around the open lot across from Don Poncho's. Does that mean we've lost the space and construction is about to begin?

    according to Portland Online they purchased the lot a while back.
    just what the neighborhood needs eh?

    I believe the vernon neighborhood association tried to fight this, but to no avail.

      ** Vacant Lot at NE 20th and Alberta
      In December, a fence went up around the empty lot at NE 20th and
      Alberta. However, no permits have yet been issued for the
      long-planned condominium project slated for the site. Instead, the fence
      is meant to keep folks from leaving unwanted furniture and debris
      on the lot.
