Going on?

Pardon my obtuse question.... but is Last Thursday going on this and next month??
I've been out of the loop for a while and not that long in Portland. Does it shut down for the "winter" months? Please enlighten me. Thank you!!!

    It is every month, no matter what the weather is. If raining, not as many people set up on the sidewalks, and not as many people come out to play. But it happens every month.
